These interfaces are being built with regular forms and objects.  The navigational touch screens are just a HID(Human Interface Device) such as a mouse.  Touching the screen triggers an event as a mouse click would.  I would think the design of these systems are relatively simple.  I've read that many of the political voting programs in the US use ms access for the backend!
