         Is there any method to verify the windows password.?

I Actually dont Know if it is possible but what I know is that windows Account infomation resides in "sam" file located in "<system directory>\system32\sysconfig\"....opening this file "sam" is very hard.Actually I dont know if password are stored in there. Once you logon windows, OS locks this file for security purpose. Maybe try cracking it and get the content.

am yet to know API function for doing this.

You can use a program called SAM inside (probably the best method) or ophcrack (sometimes known as lophcrack) to crack SAM files.

The file does contain Usernames and passwords.

With any of the software I mentioned, you have to be a local admin, and the software wont work for cracking network passwords.
