I have some a few programs that I need to test with network connections that will have high network latency (pins between 200ms-500ms maybe more).
I would like to write a small utility program that does this, but Im not sure where to start. Is this something that can be written fairly quickly? I would like the software to grab all in bound and out bound traffic and wait x amount of time in milliseconds.
Really don't know where to start with this one, or how easy or complex it is.
